Amex Blue - use BVG w/ site w/ limited LPG?

I want to buy something from hifi.com and PM to somewhere else. hifi.com as their own LPG, but it states that they will only PM to other authorized dealers. Amex Blue won't PM if the store you bought from has their own PM, correct? But it seems I remember in the past on here people have mentioned that Amex will PM stores that have a LPG but it has limitations such as this. So can I use Amex's BVG to PM to another store that is not an authorized dealer?
