How do you mean supposed to be? The game is configured for 75 Hz but it is only running at 60 Hz or your desktop is set to 75 Hz so you assumed that 3D apps should automatically match that? If that latter, it is a false assumption. Every such app must itself be configured for resolution and refresh rate. Some fail to provide refresh rate in the GUI... hard to believe AA would but if so and you cannot find how to do so via config file (google is your friend), then another option to avoid all such shortcomings is to simply use the Windows' override from either DX Properties or dxdiag (ATI provides an override for both DirectDraw and OpenGL). Just don't set it higher than the display can handle at any resolution you will configure a game for -i.e. don't set it for 100 Hz and then set a game for 1600x1200 when the display maxes out at 60Hz at that resolution.
