American Soldier guns down 16 in Afghanistan

Does this make America a terrorist country? If someone in a middle eastern country gunned down 16 Americans, would we not say that that middle eastern country is a terrorist country? This is not the first time this has happened.

So? that makes US a terrorist nation? I don't remember anyone apologizing to US for ANY of the terrorist activities.
