What are the laws/rules regards renting a car in the US? From Googling, I've mostly found 21 seems to be the minimum age.

What was/is that thing where you can drive a car from one place to another? As in, like, you rent a car, drive across state, and leave it with the same company across the state?

That would be a one way rental.

It actually varies by car rental company. Most of them require a driver to be at least 21 years of age.
