do you think a x4 would bottleneck a 560ti? or any other highend Gpu?

Depends on what you're playing and how far you overclock, but there's a fair chance.
Unless you're overclocking beyond 4GHz, current i3 processors may be as fast or faster.

Bench says yes, X4 980 BE - 3.7GHz - 2MB L2 - 6MB Lcompared to an i5-2400:

That said, I'm currently using a Core 2 Duo 3 GHz E8400 with my 506ti because I'm not quite ready to build my own i5-2500K system, and it works well at 16x10. The X4 will be better than that, even though it's much weaker than an i5.

So, x4 will bottleneck the 560ti?
The only correct answer is below.
For example, if you're playing TF2, no it will not be a bottleneck. If you're playing BF:BC2, yes it will be a bottleneck.

Performance is dependent on a lot of variables. For this post I am assuming first you are talking about a phenom II x4, and secondly a 1080p resolution and enthusiast settings.
IMO, no it wouldnt be a bottleneck for the 560ti. My rule of thumb says it would actually be a pretty ideal match.
I would draw the line at around 570 or 6950/70 though. anything further or SLI/CF would present a CPU bottleneck IMO. Of course, if you are willing to OC, then you can reduce your worries about being CPU bottlenecked.
