Yes, AMD stated they would release a cut down version of the PS4's APU to consumers. Cut down means it won't share the same architecture as that is licensed to SONY. If this is a diagram die shot, it looks nothing like SONY's APU. Doesn't mean AMD cannot make their own version of the APU they built for SONY and sell it to consumers (Bulldozer modules instead of Jaguar, 7850 die instead of custom 7860, etc).
An AMD APU with Bulldozer cores and different graphics? What, you mean Trinity?
AMD makes plenty of other APUs from the same building blocks. Doesn't make it anything to do with the PS4. (And it would never use a "7850 die", as then it would no longer be an APU...)
