AMD T-bird 1.2 unstable @ 1.2, but fine at 900mhz

Could it possibly be the motherboard? It's an ECS K7S5A with the SiS 735 chipset, but I just find it odd that my system runs incredibly unstable (as in bsods anywhere from once every 5 minutes to at most once every day) at the listed speed.

In other words, I have to underclock the CPU to get the system to run safely.

I had a similar problem with an ECS board, check and see what actual cpu voltage it is supplying. I had mine set correctly, but the board was undervolting untill I raised the voltage. Also, make sure you have the latest bios (which you probably already do). Two other questions, what temps is it hitting and what type of memory are you running with it?
