If you're looking to put together a PC with the least total cost, and don't really care all that much about its performance, then this would be an option.

Edit: Also good for a low-end web server or x86 router.

Motherboards start at around $30 at Newegg for these AM1 CPUs, and including USB3.0 and two SATA6G ports (one for DVD, one for SSD, or one for SSD, one for HDD).

Microcenter in-store only deal is also available, for the AM3 socket, $9.95 boxed retail.
AMD Sempron 145 2.8GHz Boxed Processor (which often unlocks into a dual core).

Not going to be as power efficient as the AM1 APU. Have $10AR MSI 760GM-P23 mobo that Fry's was kind enough to ship to me last week (shows signs of prior use, but wasn't sold as a refurb). May get a Sempron if nothing else shows up for it.

If we're talking AM3, then Ewiz.com / Superbiiz.com has (had?) AMD OEM X2 245 2.9Ghz AM3 dual-cores for ~$40. I bought one a few weeks ago. Last place I've found AM3 dual-cores for sale "new".

Nice find, even though this cpu is very slow it appears we are making some progress since this deal back in early 2014.

P.S. I have seen the MSI AM1l Mini-ITX motherboard (the one I am using with my Athlon 5350) for $10 AR a few times. (So combine that Sempron 2650 with a sale priced AM1 mobo and a person would be a little better off compared to the old ECS KBN-1/2100)

I'll bet that Sempron (even though it is just a single core) would be a lot smoother for every day desktop use compared to this Sempron 2650.

Surprised the Passmark scores are so close.
The Sempron 2650 brings two cores and a modern instruction set, good for a low power application. Sempron 145 could be handy to have around, like having an old s775 Celeron 420 chip, since the 145 does AM2+/AM3 sockets and DDR2 or DDR3.

I assume this would be faster than getting one of those Intel Winbook tablets? That's another way to get a really cheap system, and includes the OS, memory, SSD, etc...

Edit: According to the Passmark website, the Atom Z3735D gets a passmark score of 934, so those $99 Winbook tablets would perform about the same or slightly better. So for $99 you get the motherboard, CPU, Windows 8.1, 1GB RAM, 16GB storage (not really enough), and an 8" display. I would imagine the AMD APU gives better video performance. For slightly more, you can get a Winbook with 2GB RAM and double the storage.. Not trying to threadcrap, but the Winbooks are crazy cheap!

They are great, and they are cheap, and I own several, but for setting up a web server, or file server (with SATA HDDs), a Winbook won't really do that much good.
