Ok, I got 3800X today and it boosts nicely!!! I am really happy. 
It has max. boost frequency specified as 4500 MHz and 3 cores are able to hit it and all other are above 4400 MHz.
Does having all cores being able to boost above 4400MHz indicate that it could be all cores oveclockable to 4400MHz? I do not have cooling in place to try it yet.
You already have active threads by you on the 3900X
and the 3950X and how their individual cores boost.
We do not need another one.
If you want to discuss your particular 3800X's
cores, post about it in one of your existing threads.
