AMD RX550 Random frame rate drops in games, programs, Windows Explorer and everything

Hello everyone,

Recently, well more like two mounths ago, I started getting random and frequent FPS drops while playing games. The FPS drops maybe every twenty seconds and lasts for ten seconds. I have also noticed that the same thing is happening in some programs I'm using, like Discord, animations and scrolling just out of no where lose FPS (and no, it's not only because there's a lot of elements on the window). It's happening in every single program, except in browser which is weird.

What's weird is that this is also happening to Windows, when I resize, move or scroll through folders I can literally see how the frame rate drops. My GPU isn't even that old, I bought it like in november in 2018, I bought a new BIOSTAR mother board, new AMD FX-8350 and new 8 GB ram card in summer 2019, everything worked fine until now.

I have tested this in games to see whether it's the character moving, just some areas in games, or just overall a very demanding game. It's none of this, my FPS literally drops even when I'm standing still, whether there is a war happening in a very demanding game or it's just an empty flat world in Minecraft.

At first, I thought the temperature is the problem, but seeing that it goes only up to 50°C made me think that this can't be a problem (right?). The fan is working fine, and like a month ago I deep cleaned my PC from dust.
Then my friend mentioned CPU bottlenecking the GPU. I checked that, searched whether my AMD FX-8350 could possobly bottleneck my GPU, found out they work fine together.
Then I went to AMD Radeon Settings, tried disabling everything that manipulates the FPS in order to get "better gameplay", it didn't help. I have also tried to raise GPU's frequency and the limit of power usage, no result. Temperature stayed the same though.
I tried to uninstall the GPU drivers, don't install them, and check if there's any change with FPS. NOPE. I literally had Microsoft Basic Display Adapter and the FPS was still once high, once low. And I yet again installed the drives, nothing.
I tried to put back my old GPU, installed the drivers and all, but that didn't fix anything either. And now I'm just confused, maybe GPU isn't the problem at all?

I also: did fresh Windows 10 reinstall three times, constantly update drivers whenever possible, and did clean driver install few times.

I have searched the Internet for the solution like a hundred times so far and I found nothing that solves my problem. Please help anyhow!

Sounds like a tough one, but I would start by testing / diagnosing hardware. I would start by making sure the CPU is running properly, checking its temps under load, make sure its cooler is secured properly, and then go onto testing RAM with memtest86 and checking your drive(s). What drive are you using for OS and programs? Is it an SSD? Check its health.

I would start by making sure the CPU is running properly, checking its temps under load, make sure its cooler is secured properly, and then go onto testing RAM with memtest86 and checking your drive(s). What drive are you using for OS and programs? Is it an SSD? Check its health.
Alright, so, I tested my hardware and found no errors.
I used the BurnInTest software to stresstest my whole system and everything works without errors.

When I play very demanding game, the CPU temp goes up to 70°C. The temperature, for me, never ever caused a problem, and I very rarely play games that go above my PC specs. Besides, the problem is happening even at 40°C.

I use one single HDD for everything. I used Hard Disk Sentinel for checking on my HDD, the health is "excellent" at 98%, for all it's 950 days of being on power. The performance of HDD is at 100%, I defrag it regularly, so I don't know whether the drive can be the problem here.

I have figured that the CPU might actually be the problem. I searched the Internet a little more and found out that people with same CPU as me have exactly the same problem, FPS from like 100 drops to 20 for several seconds. I guess I should be searching for the solution in that direction now.

You're not going to get stutters in Widows & other programs with a 8350, games maybe, depending on the game.

Is your drive full?

Wondering about Platform temp issues, and VRM overheating/throttling, triggering CPU throttling, until the VRMs cool down. This CAN happen with AM3+/FX systems, and is more pronounced on the 8-core FX CPUs, when combined with mobos with lesser VRMs.

Yeah, sounds like something is throttling. I would run Afterburner or something so that you have graphs of everything. And then check the clocks of the CPU, GPU, etc when the hicups occur.
