Hi, I'm building a small ITX computer. I am looking at a AMD Athlon 5350 AMI that has build in HD 8400 GPU. Can this GPU power a 4k monitor? I just need it for a desktop. I don't plan on playing games. Thanks.

You need to find a motherboard with DisplayPort 1.2 to have 4096 x 2160 at 30 Hz.

I believe the Asrock AM1H-itx has a DP 1.2

It can. Both over HDMI and DisplayPort. But its limited to 30Hz either way. As AtenRa suggested, the Asrock AM1H-ITX is actually the best choice since its the only AM1 mainboard with a DisplayPort:

Be aware that Intel doesn't support 4K output on Atom, Celerons and Pentiums. Even if the mainboard has the appropriate connectors. You'll need an i3 minimum.
