This is because no AMD processor's support ddr3 1600 " officially ". If you have an AMD cpu with a DDR3 controller you're not going to have an issue hitting ddr3 1600.

so it'll run at 1600? given that your motherboard also supports 1600 speeds right?

It should. The timings you might be forced to use might not be as impressive as the timings you could get from an Intel platform (especially x58), but it should do it. You just have to run up your HTT speed to get there in most cases.

There are a few boards out there that will support a 1:4 ratio that will get you DDR3-1600 at 200 HTT, but you will need a C3 or E0 chip for that to work.

what AMD processors can support 1600mhz memory speeds? and what stepping?

You'll be able to run 1600mhz ram on an x6 if the motherboard supports it. I wouldn't necessarily say that every quad or dual or w/e phenom II will be able to run 1600mhz stable, might be iffy depending on how old it is.

my 720BE ran 1600mhz @ 8-8-8-24 the 720 would become unstable with any tighter timings

while my 1090T can run it 1600 @ 7-7-7-18 with no problems (haven't tried higher yet)
