If the GPU or the frame rate cap brought both systems down to the same levels I would agree.
In the LostCircuit review that did not happen, the "faster" Intel system (with no cap) was reduced to lower performance than the "lower performing" Phenom indicating that some other information is being represented.
Since the benchmarks are an average if the Intel can achieve a higher max frame rate (without a cap) it will also have a higher average, by implementing a cap that advantage is taken away. So now we have moved the discussion to something totally different, that being what are the acceptable minimums and at what point do higher frame rates no longer matter. I do not care to engage in that discussion.
