Question AMD iGPU persistent memory usage

I have been noticing some issues that seem like resource exhaustion type slow downs when memory usage gets high but still not more than 65% of system memory. I have AMD A10-8770 PRO CPU with integrated "R7" graphics and 16GB DDR4 RAM, of which 1GB is "dedicated" for iGPU (no option to change in BIOS). When I first boot the PC into Windows, usage of this 'dedicated' VRAM is only about 180MB (because nothing requiring much VRAM has been launched). But after using Firefox for a while, VRAM utilization goes to 800+ MB. Even after closing all apps and walking away from the PC for 15, 20, 30 minutes, VRAM utilization stays the same pretty much until I restart the PC, like the AMD graphics driver (or Windows) is not releasing the VRAM. e.g.

Mine does not behave that way. Even if it did I am not sure if I understand the "problem," as long as the iGPU stays within the bound of assigned VRAM. RAM is there to be used.

Yah it's the only resource utilization that goes fairly "high" during these performance issues. System memory utilization is never above 60% when it begins occurring, sometimes not more than 50%. CPU utilization will be pegged intermittently but briefly, mostly banging around under 30%. It seems mostly after watching some videos on YouTube, I'm not running anything that utilizes 3D rendering/texture memory. Thought it could be Firefox but happens under Edge, too.
