AMD heatsink fan won't go below 3375rpm

My stock heatsink fan with my AMD Athlon 64 3200+ seems to have a limited range. I have cool n quiet enabled to make my chip cooler. Here's the range:

CPU temp of 33 Celsius equals fan speed of 3375 rpm
CPU temp of 43 Celsius equals fan speed of 3750 rpm

I've seen some reports of people seeing their fan go to around 1100rpm with Cool'n'Quiet enabled. Is something wrong, or is this limited range about right?

Cool'n'Quiet actually isn't for the CPU fan, it throttles the CPU speed and voltage. To throttle your fan speed you may have to make another setting change in your BIOS, or use a program like Speedfan.

The setting in the BIOS is called Smart CPU Fan Target - see page 64 of the manual.
