amd hd5830 wont enter powersaving mode.

recently noticed that my gigabyte 5830 1gb card in my second machine is running at full high performance 3d mode 100% of the time. according to gpu-z , amd overdrive, trixx.
even on blank desktop in idle its running at full 800mhz /1000hz.
I normally leave this pc on 24/7 so i imagine its sucking down electricity like crazy.
I cant figure out why it wont go into 2d mode 400mhz or whatever low performance mode is on this card.

Tried uninstalling drivers and using driver fusion after to wipe it clean.
re-installed with newest drivers and it hasnt changed the 100% speed problem.
I am running dual screens off it but i dont know if that would change anything.
( disabled the 2nd screen in ccc with no change)
Also fraps is showing fps counter in internet browser where it didnt use to. im assuming because of the vid card running at full speed.

i had a similar issue and physically disconnecting the second screen solved it.
the 5-series had a problem with multi-monitor setups, i guess it was never solved.

Can also try using the key combo of Winkey+P to toggle the display mode to just the single monitor, that works on my 5850 to drop the core and memory speeds to low idle mode and sip electricity when I'm not using all 3 monitors.
