AMD GHZ to rating conversion?

Nope, AMD is always changing it. The Barton XP3000 is clocked exactly the same as the XP2700, just the addition cache difference.
 
For every 66MHz, the PR goes up 100 points IIRC. This is the case for the Palomino and 266 FSB TBreds. If you memorize just a few along the spectrum, it gets easier to find out what they are. The 1700+, with a 133MHz bus and 256K of L2 cache, runs at 1466MHz. So the 1800+ is 1533MHz, 1900+ is 1600MHz, and so on. The next change is in the Barton 2500+, which has both a 166MHz bus and 512K of cache and each of these additions, according to AMD, adds 100 points. So take those away and you've got a 2300+ and from interpolating the 2100+ at 1733MHz, you get 1866MHz (14*133) . Since the Barton runs at 166MHz bus though, it has a freq at 1833MHz (11*166).

Even that doesnt consistently hold true however, look at the Athlon XP 2400+... it's PR Rated 200+ higher then the AXP 2200+, yet it's also clocked a full 200MHz higher as well.
