Id recommend a 2x2GB setup, it is less strenuous on your PSU/MOBO. Also you want to get a set so that you get a matching pair of sticks.

NEVER skimp on the PSU.

I would consider dishing out for a corsair, you get a really strong warranty, and the PSU will last you for another build.
