I would start with cleaning out the entire case. Clean out any dust from any heat sinks or fans. This is typically the largest cause of high temps. Especially with a single slot card like that FirePro is.

Also make sure the fan is running on the GPU. That card has a very thin heat sink with a tiny blower. With temps as high as yours are, it might not be running.

Thanks my friend for your valuable time and resolving my problem. My Case is clean i clean my case once a month with a blower to clear the dust.
What i am worried about is that why this thing is getting too hot while on idle i mean 60-62C is high enough for a Graphic card on idle will i need to reopen my card heatsink and apply a fresh thermal grease on it, will cure the problem that i am facing right now or will i do something else to fix this

Check to see if the fan is running before you take it apart. It is possible that reapplying thermal compound will help, but cards that use the very thin heat sink like this are known for running hot. Its max operating temp is 100C, if it goes over that it will start to throttle.

But searching around the net, your temps arent that much higher than normal. Its because HP chose to use the low profile cooler. Retail cards have a heatsink that is twice as thick.

If you do this, use a thermal pad* rather then grease. Thermal pads are forgiving, grease is not. GPUs they are far more finicky then CPUs, and prone to damage.

*unless your using thermal epoxy, at which point you should reconsider doing this at all.

Yeah, many of those OEM cards use thermal epoxy. So he may not be able to take it apart at all.
