Ok...well, Guru3D is not owned or operated by AMD, they just reupload AMD's drivers of their own volition. AMD's website is where they directly distribute new drivers. If you can't get to AMD's website, then your only option may be just to email Guru3D and tell them they've got the wrong driver download.My country has no reason to have sanctions, I do not know why . I can not directly download From AMD Web Site.
