AMD Dongle

I'd advise against this. Molex delivers a max of 36w @ 12v, and there's no way to tell if the molex cables are using more than one of your PSU's rails.
 
This isn't a "AMD Dongle"... this is your normal power converter.
If you use one of these, then, yes, you need both inputs.

I would get a better PSU though, so you don't have to mess with the possible issues with using those.
 
It's always better if you just use the 6pin connector straight from the PSU. If you don't have one and you're going to use this adapter, definitely connect both cables. I highly recommend using the cable straight from the PSU when possible though.

The way the wires are interconnected it looks like both should be used.
It came with the card, so I was not sure. No instructions, and I have not seen one like it before.
I have a new PSU coming, where I can use one straight from the Unit.
