Okay.. I leave my pc in an encapsulated part of my desk and close the wood door so its not as loud.. Well I noticed it was idling at like 45 when I closed the door and then like 35 with it open... I then turned on AMD Cool and Quiet via BIOS and now it idles while the door closed at 33C

I cant believe it did THAT much.. is this normal?

yes, that's how cool and quite work. It reduce your cpu frequency while your idle
 
Yes
In my case, it runs at 1Ghz with a vcore of 1V when idle.
Under stress it runs at 2.2Ghz and a vcore of 1.4, so that's a pretty big difference there.
