AMD Athlon specifications

What's the highest official FSB the Athlon XP will run at? (by official i mean official by AMD)

DDR400MHz, aka 200MHz double-pumped. There are two models so far that are at that speed, a 3000+ variant and the 3200+.

So that means if you run a 2.0 (XP2400+) at DDR400 (200MHz baseline X 2 for DDR) multiplied by a 10x clock multiplier, you would be "overclocking" the FSB, even if the motherboard and RAM officially supported it, and the CPU is running at the same speed?

I'd define it as overclocking personally, and I think AMD probably would too, simply because that's not what they had in mind. Certainly is tempting, though!
