AMD Athlon II Close to Tj. Max When Encoding Video

I have an older Propus core Athlon II 635 and when I am doing video encoding of a DVD Rip (HandBrake MKV/H264/Stereo Audio) the CPU approaches the Tj. Max of 162F/72.2C within a couple of minutes (I have never had this problem before and I stopped the encoding at 157F/69C when I noticed the sharp temperature increase).
I am thinking of getting a new Heatsink/Fan unit
My questions are:

1. What happens when the CPU actually reaches the Tj. Max of 162F/72.2C?

2. Would purchasing an AMD OEM copper Heatpipe heatsink solve my problem? (Made for the higher wattage Phonem II X4 X6 FX)

3. Why does this only happen when I try to encode DVD Rips TV Shows encode fine (The highest I had it was 140F/60C and the temperature stopped rising after that)

I looked at eBay and I noticed that there are several different types of the copper heatpipe units out there, Some with two and some with four heatpipes also some have a 4 Pin plug and others have a 3 pin plug which is the better one?

My system is as follows:
AMD Athlon II Propus 635 (Using the Stock OEM Aluminum Heatsink)
Gigabyte GA-MA770T-UD3 (Rev 1.5)
AMD/ATI Radeon HD5450
Toshiba DT01ACA200 2TB SATA 3 HDD
Hauppauge HVR-2250
SATA DVD Burner x1
IDE DVD Burner x1
Antec EarthWatts EA430D
Coolermaster HAF 912
Internal USB Card Reader/USB Hub


PS. The computer is dust free (Thank You MetroVac! ED500:biggrin:)
so an extra "Blanket" of dust is not the problem

When CPU reaches TJMax I think it throttles

Buy an aftermarket heatsink like the hyper 213+ evo, its cheap

This is exactly the heatsink I am using on my propus (x4 610e) o/c to 2.8ghz.
I use speedfan to keep the fan turning at around 45 to 50 percent max speed.
The fan on these oem heatsinks will really turn the rpms if you want it to, I
think if you have any decent airflow in the case at all you'll be fine.

(One time I had monkeyed around and had the speedfan profiles wrong, and even running plex with the fan totally not turning I was only hitting 65 :p) I like the new crop of intel cpus (sandy bridge and newer) but I will have to say that the phenom heatsink is one area that amd beat intel haha. Get one if you can get a good deal on it, but I wouldn't spend over 15-20 bucks for it.
