If someone is unconcerned about upgrade potential. Then the 3700 (2.4Ghz 1MB) Socket 754 can be a great value for a quick Biz/Dev System. There are plenty of inexpensive 754 boards out there.
It can also be a good solution for upgrading from a AthlonXP if somene has a nice AGP card. (i.e. 6600GT) With the AthlonXP there's a good chance they already have PC3200 RAM. Drop in the new Board/CPU combo to get a huge speed boost. I'm thinking of folks who still have AthlonXP 2500+ (Barton) with a 9800XT/6600GT/6800.
