Max I was hitting is only 2650 MHz.

You look to be power limited. You are at 272W. So you either need to decrease the voltage to give you more power headroom or you need to enable power tuning and increase the power target. I'd go the voltage route as it will also help with temps. You may still need to increase the power target as well.

You are absolutely right my friend. My card seems capped at 314W. But I was hitting consistently around 2.9 - 2.95 GHz. Insane for a GPU with 60 CU. Fans started spinning a bit too fast though.

Power efficiency also didn't receive a hit, If those numbers are correct.
2530MHz(100%) vs 2914MHz(115%)
272W(100%) vs 314W(115%)

if It was 2650MHz at 272W, then 10% clockspeed for 15% more power draw. Still not bad.

Does it pass the regular Time Spy at these settings (960mv Vgfxoff @ max power) ?
If it does, can you attach the HWInfo64 sensors screenshot running from the start of the test, like this (just for science 🙂):

Shouldn't that be "frequency headroom" instead of "power headroom"?

Decreasing the voltage drops the power used at a given clock, thus allowing a higher max frequency for the same power level. You don't get more power.

But power draw is actually increased. I think power headroom is correct in this case, but I am not a native speaker.

@DisEnchantment also allowed higher power limit.

BTW, from those screenshots It doesn't look like voltage was reduced.

I was simply stating that the decrease in voltage increased the available power for consumption as the user was no longer up against the power limit. That is the definition of headroom. If you are sitting in a car and your head is against the headliner so you lower the seat, you now have headroom.

I don't like the term "headroom" here but technically speaking Maddie is right. Moving the voltage slider to the left, which thus increases the frequency potential, and increasing the power limit are separate processes that only partially interact.
On the other side overclocking RDNA2/3 always suggest increasing of negative voltage offset together with increasing power limit.

It's a bit of a two-sided coin as decreasing voltage does allow for more thermal headroom, but if the voltage is insufficient to allow the transistors to switch at that higher clock rate then you can't make use of it.

If you drop the voltage low enough you'll eventually fall below whatever threshold is required to drive the MOSFETs in the chip and it won't work at all. If you creep right above that point then you may have to reduce the clock speed as well since the normal frequency may no longer have stable performance at that voltage.

Usually there's enough variability within a bin to allow for a slight under-bolting, just like most chips can be overclocked to some degree. However there's going to be a small number of chips that are the bottom percentiles for that bin where they can't reduce the voltage or increase the clocks by much.
 
More models are appearing in the shops but none below $600 (incl all sales tax here). Some as high as $780.
Not a single one is actually available.

What exactly was AMD doing the last 10 months? they didn't fix n32 and also didn't seem to have stockpiled any chips either.

AMD may as well have Billions of chips in warehouse, if the AIBs didnt buy them to create Graphics cards (Where are MSI 7700XT/7800XT ??) then we may not have cards on the shelves .

Since N32 didn't reduce price to performance ratio compared to the 6800XT AMD's inventory management is not a huge loss for consumers. Those who bought discounted N21 in the last 10 months aren't missing much.

If you specifically want the Hellhound you might be out of luck but there's a couple other models that you could backorder. On Newegg anyway.

Edit: Remember the Starfield promo ends on Sept 30th. (You have until the end of October to redeem it)

Unfortunately I don't have a license for Time Spy. I ran Unigine Heaven benchmark. I don't think it can sustain 2.9GHz on air, at least not on this BIOS.
I ran the Heaven benchmark for 30 mins or even more.

Card is Red Devil but reported as Hellhound. But it is very nice looking.

Thanks! This HWInfo screen has enough info, although I prefer Superposition from free benchmarks, 1080p Extreme preset.

The card is decent for the average user, but as for me I've lost any interest in this generation due to AMD's restricting user control over powerplay. Its performance is so crippled by this +15% power cap, that its water cooling makes almost no sense.
I think I wouldn't buy it (or 7900) even for half the price for the reasons above, lol.

TDP is equivalent of max TBP at stock settings and stock cooler. Starting from RDNA3 amd added TBP reporting.
TGP (same as PPT by AMD terminology) is TBP minus vrm + pcb losses and periphery power eg cooler, leds, etc.

I may end up getting it too. There is not a whole lotta restacking going on, so I may not get my hands on the Hellhound before the game bundle expires.

One of the Micro Centers in my area has both of the Red Devil models in stock, 2 of each...
