amd 64 3200 underperforming

hey guys, I'm having some problems. my processor seems to be underperforming.

I used the CPU guide at tomshardwareguide.com as my reference. I'm pretty sure that my number used to match but now my benchmarks are all under.

Here is my rig:

120 Maxtor

It just seems to be the Dhrystone that?s underscoring but its quite a big difference. An athlon xp 3200 is outperforming it. I trired resetting all the settings but its still coming out the same.

Is cool 'n quiet running? If it is, and Dhrystone is a low-priority process, then it will only be running at 5 x 200 (half speed).

i've disabled cool and quite and its still clocking low. i had it ont once but uninstalled the driver and everything
