How do I change this? I want it to run at the full 1800mhz whenever it can, but I have no idea where to change that. It seems to auto-adjust itself. It's a laptop so the bios is extremely limited. It's a Compaq R3000Z, if that helps.

Well, it's called Cool 'n Quiet, and it prevents you from burning your lap and rendering your genitals useless due to heat radiation. It 'underclocks' itself when it's sitting idle.

Why would you want to do this? If you start running anything that uses a lot of CPU, it will auto-throttle itself up to 1800MHz, otherwise you are saving much battery and heat.
