AMD 64 3000+/asus a8n5x running really slowly

I just built this setup for my roomate and its running ridiculously slow. Here are the specs

A8N5x NF4 939
AMD athlon 64 3000 (1.8 g) 939
1gb(2x512) Corsair RAM
XFX 6600GT 256mb


In hl2, the vid stress test resulted with settings recomended for high so I'm pretty much ruling our the video card as being the problem. The memory sticks were mounted in the correct slots as well. Therefor, I'm pretty sure the mb isn't running the cpu properly.

What do you thinkn could be wrong?

What should I check? The BIOS says that it recognizes the amd 64 3000 at 1.8ghz. When I check the hardware monitor it also recognizes the cpu correctly. I've reinstalled the mobodrivers and the cpu drivers as well.

Is the OS a fresh/legal install? Do you have other software installed? Does the CPU show 100% use or the Page file usage high when you look into Task Manager? Were all the parts new?

Ok I'll be a little more specific.
This is a brand new build for my roomate. Bought all of the parts of of newegg brand spanking new. I put everything together this weekend. The computer works, it's just really slow. It takes about 10 seconds for windows to load user settings, then another 30 seconds to load the startup programs. any program takes about 5 seconds before it opens. I had him load up hl2 becuase now he should be able to play it. The program takes about 30 to open. I then have him run a stress test and everything runs fine and recomends high settings, so we're ok on the vid card. I have him join an empty game and theres a 3 second gap between frames so I just close it. Every program takes a long time to open or doesn't work at all.

Since my first post i've updated the bios to the most recent, and reinstalled the mb drivers and the cpu drivers.

I have a amd athlon 2500 so this cpu should be going at least as fast as mine.
