AMD 5450- should be able to drive a 32" @ 720p?

I've got a scrappy desktop (s775, E7200, 4gb DDR2, win7x64pro) with an AMD 5450 as the gpu.

Currently, an old 17" 1280x1024 LCD monitor is connected by VGA && a ~32" 1366x768 LCD TV by HDMI. Watching movies (DVD, or iso) over HDMI results in unwatchable stuttering video w/ WMC, though using WMP is watchable with some hiccups here and there. I use 'the maxifier' to allow fullscreen media center on the TV w/o the cursor being stuck on the same monitor, and I'd prefer to remedy the playback issues with media center than have to use media player. I've even OC'd the 5450 core freq to 750mHz with little improvement (though I can likely go further on this clock)

I really can't figure what you are asking. Anyhow. A 5450 shouldn't have any problem with video playback at either of those resolutions. Overclocking shouldn't be needed nor would it even make much of a difference. I suspect there is something else going on. Maybe try updating the video drivers. From what I recall(i haven't looked to verify) 5450's made good HTPC cards

Should be fine...my laptop uses a similar Mobility Radeon HD 5470 at 1366x768 and it plays HD videos fine. Like lavaheadache said, you could try updating or reinstalling the drivers.
