AMD 5050e max temp and throttle

I gather the max temp is 78 C

I ask this question as i havent been with amd in awhile and have put one of these in a laptop

replacing a 15w TDP cpu

now it runs fine about 30 C at idle

however when i was stress testing to see how hot it would get i noticed it would throttle around 60C is that normal?

2.6GHz hit 60 C then drop to 900Mhz then lift back to 2.6GHz etc
(prime 95 and OCCT)

However on super pi it would not throttle at all even if it got to 62 C
nice constant 2.6GHz

what temp should a 5050e throttle at?
