AMD 1700+, Abit, win200 problems...

I am having some issues with my new computer. I just bought an AMD 1700+, Abit KG7, Antec 1030B with a 400 watt power supply installed, and 512 MB of crutial pc2100 RAM. When its set at 1100mhz, its usually fine. Windows 2000 loads and most is normal. When I up it to 1466mhz, it usually wont load windows! WTF?!?!?! I tried upping the voltage from factory, and it helped, but I dont want to hurt anything. This thing should work! Any ideas!!??
