AMD 1400+ does it have sse3?

If it's an AthlonXP 1400+, it has SSE, if it's an Athlon 1.4ghz, then it does not have SSE.
No it cannot install OSX X86, OSX x86 needs at least SSE2, and preferrably SSE3.
