AMD 1.2GHz over-heating problem

Help!!!!!!!!!!!!!

Do any of you know how to solve my dilemma. My CPU at idle 41 degrees C. However, when loaded is increases to 59 deg C. Room temp at 28-33 deg. Do any of you think it is too hot and also I am using a double barrel heat sink with dual fans.
