I purchased Tera Online CE back in May.

Are they saying that I can get $14.99 back if I buy it again or what?

I'm not sure I understand this...
 
Think of it as a $14.99 coupon good for Tera CE. They are running a promo currently where if you buy Tera or Tera CE you get a coupon for the current promo price that will give you another copy free.

So yo can get another copy of Tera CE for free.
