am i right?

am i right in thinking this.....

if i have a 333fsb (166) chip but ram that runs 400 (PC3200) then the ram will run at 333?
also then does that mean i can aim for 400fsb (200) and have the cpu running say 12x200 and having the ram run at its rated speed?

It depends on which chip you have, and which chipset you have in your motherboard, as to whether it will make it all the way to 11x200 and whether you will be able to run it close to 200, if the chip itself won't do 200fsb. But the ram itself will run slower than it's rated speed, usually at better than it's rated timings.
