As a title? Yes.

These get capitalized:

First and last word
Nouns, pronouns, verbs, adverbs, adjectives
Subordinating conjunctions (for example: before, after, when...)
Hyphenated compound words
First word following a colon

These don't get capitalized:

Articles (a, an, the)
Coordinating conjunctions (and, but, or, nor, so)
The word 'to' when it precedes a verb
Prepositions with fewer than five letters.

I'm pretty sure I'm right, but I would wait for others before printing it off. I know that the rules change depending on country, so that may be a factor.

I usually just capitalize everything in titles. There has to be a limit to the madness. Anyone who's going to criticize what I write because I capitalized Of or To isn't generally in my target audience anyway. If I were to write for a class or something, I might do the little dance for the grade.

Woah. Five?

Which style guide is this based on?

I normally do three or less, but that may or may not be correct. I don't use any specific rules, I can just tell when it "looks" right.

3 or less for me as well, unless it's a common word with more (like some 'from's)
