Am I missing something with brand new AMD64? Won't go past 219!

I haven't been in the overclocking game for a while, but I'm trying to figure out what I could be doing wrong with my brand new AMD 64 3200+, MSI K8N Neo4 Platinum SLI, Crucial Ballistix PC3200, ATI X800XL, OCZ 450 watt power system that arrived from NewEgg last Friday.

No matter how carefully I follow the various guides (mostly the one in the forum and HardOCP), I can't get it to even boot at more than 219 FSB. I change the CPU multiplier to 6, HTT multiplier to 4, boost voltage, decrease memory bus, all of it. Still nothing! I am very frustrated, and I keep reading about all these people going up to 2600 GHz easily. What can I be doing wrong?
 
So at 219fsb it wouldn't even boot at 219fsb for a clock speed of 1.314ghz???

It is not the cpu then!!!! Sounds like a board issue....

Got the latest bios??

Are you sure your PCI nd other locks are enabled???

If you have multiple sticks of ram pull one for the time being....
 
Wait, how do I enable the PCI locks? Also, I have two 512MB Crucial Ballistix in there. . . Ugh, very frustrating, and I've been overclocking since the good old Celeron 500A days.
 
On the neo2 boards we had to use ports 3 and 4 and stay clear of ports 1&2 to get locked ports for our HDDs....We also set the agp to 67 though you have a pci-e sop you should set that to 100....

basically I am not familar with your bios so go to that submenu and right down all of the settings and list them for me...I can probably help you if I knew what I was looking at for options...
 
🙂 may or may not be your case, but my giga-byte sli mobo has a problem form factory in which you cannot overclock from the BIOS itself over 214Mhz, the only way i am able to overclock is thru windows using an utility. Even downloaded the lastest bios, even beta bioses, then i read on a site that they where having the same issue. Maybe your mobo has this problems too.
