Am I missing anything

I currently have an A64 3000+ Newcastle. I have heard that almost all will OC to 2.4 ghz and beyond. Right now the max I can OC is 2.389 ghz or 265x9. This is only Prime stable at 1.72 volts which is a little higher than I want to be running. My ram is running at 200mhz via a divider and my HTT is set to 3x.

I was wondering did I just get a bad OCer or am I missing something obvious to get a higher OC.

What is your PSU? First question. What temps are you getting? That does seem to be a lower than normal overclock. How are you testing the memory (even with default settings sometimes the A64 gets a little picky)? How long have you had it? Sometimes it takes some time for the AS (Arctic Silver if you are using it) to settle in which in turn can help the overclock. What fan speed CFM on the heatsink?

I apologize if these seems like obvious responses. I am tired and just throwing some things out.

1) I've got a cheap generic 420w PSU that came with the case. It only has 13A on the 12V lines. I have been thinking this might be the problem.
2) I've had it for almost a month so the Arctic Silver 5 I am using should be burned in
3) I've got a Zalman CNPS7000 AlCU and my temps have never gone above 45C. So my temps are not the problem.
4) I have been using memtest 86. Will run it at stock settings today.

Your FullRig doesn't work for me.

If that 420watt psu is a Powmax, you're right to suspect it. I've received one. It was defective right off the bat and caused me a lot troubleshooting effort.

The PSU is a Raidmax. It has only around 13A for the 12v. Wondering if I should upgrade it as my GT is overclocked to around Ultra speeds. Could the PSU be causing my problems.

I was wondering if maybe I did not get a CG stepping.

When I run cpuz this is what it says

Model C Stepping 0

Ext model C Revision DH7-CG

So I was wondering did I get a CG stepping.

1) UPGRADE YOUR PSU!!! buy a Fortron 530 from newegg for $75 + shipping.
2) Not sure about the C0 vs. CG for you. However, i am guessing that it is a C0... it clocks better than average for one, though.
3) UPGRADE YOUR PSU!!! you are stressing it way too much. you WILL get a better OC with a new (good) one.

It's a CG....and some chips just don't OC as well as others.

But you most definitely could use a better PSU. 13 amps is very very low.

One last question if the PSU was not giving enough power would that cause the system to not be Prime stable or to reboot at random times.
