Am I crazy, or did AT&T at some point lower their DSL upload speeds?

So, I noticed lately that my upload speeds on the speed tests had been low (about 1/3 the speed I thought it was supposed to be). I was thinking maybe someone had gotten on the router and was torrenting heavily or something, so I go to check out who's all connected, but for some reason I get sent to the modem's menu instead. Low and behold I see it says it's rated for 768k up. I then went to check their website, and 768k is the highest upload speed they offer on their packages.

Now, back when I signed up, late 2005 I believe, when it was SBC Yahoo DSL, I started out on the 3Mb package, which I think also had 1.5Mb upload. I later upgraded to the 6Mb one since it was only $5 more, and I am pretty certain that it had 1.5Mb upload.

So, did they lower their upload speeds, and if so, any idea when that was? Obviously it must not have been too much of a problem since I didn't notice before now, and possibly would not have if I had not run speed tests, but still it sucks as the price has not gone down, but the service has.

AT&T's (and previously SBC Yahoo) DSL service has never had "Mb" upload speeds.

I'm not going to call them at the moment, I'm still going through old papers, some of which I know are about the DSL, so I want to see if it was in writing anywhere first.

I tried googling, but either it was old links to the SBC stuff (which just redirects to the AT&T page), or else are about the very early DSL (as in when 384k was considered decently fast). I did see a few more recent ones, but they were about the service in general and didn't get specific on speeds (or if they did only mention down speed).

I also checked old billing e-mails, but they don't get specific on anything.

No, that's the penalty for all the traffic being routed through NSA first.
