Am I bottlenecked by something?

I recently purchased a bfg 6800gt oc and i have been playing some call of duty and medal of honor pa but during action filled parts of the game my fps bogs down to ~30@1280x1024 all settings maxed. Is this normal or would you say i have a bootleneck? heres my current system specs:
Abit ic7-g max2 mobo
Pentium 4 northwood 2.8 533fsb
bfg 6800 gt oc agp
1gb pc2700 pny ram
2x80 gb sata hitachi 7200rpm in raid 0
500 w generic power supply
 
Your bottleneck appears to be CPU speed and relatively low system bandwidth for a modern P4 setup due to running@only 533fsb and 2700DC-DDR.
 
Even though your cpu speed could still be higher, i wouldnt say that in COD you should experiance any massive drops like u explained. I would redo the drivers by running drivercleaner and then reinstalling them.
 
Surprisingly i had problems with speed dropping at 1280x1024 in COD: united offensive when playing it online with a lot of action. After i upped the resolution to 160x1200, those problems dissapeared and it actually plays better on my 6800.

I think 1280x1024 is an odd resolution for some games and has some issues involved.
 
So you guys dont see any part of my system that is greatly or somewhat limiting fps on games because i cant play at 16x12 b/c i will be getting a new view sonic vp912b 19" 12ms lcd its max res is 12x10 OH and btw my fps is ~55-65 with little to no action in medal of honor and call of duty with evrything maxed and at 12x10
