ok i live in this apartment complex, owned by the university. Quiet hours start from 9pm to i don't know when but here is what happened.

it was around 11am. I wasn't even turning on my stereo system really loud and this girl next door knocked on the door and told me to turn it down or she'll talk to someone. she was complaining about the bass (I don't even have a subwoofer!). do i turn down my music, make it less enjoyable? I estimate the stereo was only putting out 60 db in my room or so.
 
I think if it is really bothering someone, you should turn it down. Maybe get some headphones. But, then again, around 11am having it kind of loud shouldn't be a problem. Unless there are some major exams this week.
 
is it "normal" for anybody to play it at that volume at 11 am?

if you are doing something out of the ordinary, i would say turn it down a bit

if lots of others do what you are doing frequently, then don't worry about it
 
If a neighbor asked me nicely to turn down my stereo (regardless of volume), I would oblige. It may be that they just pulled an all-nighter and were trying to get to sleep. In other words, just a one-time request. If this continued, and I thought there requests were becoming unreasonable, *I* would ask the landlord to make a judgement on what volume was acceptable. This can be important since the first person to make it an issue is usually the one the landlord will try to please.



 
Definitely get some good headphones.

Audio quality will be much better, plus you'll have essentially unlimited volume (as long as you don't value your hearing).

Also, if the stereo is next to the wall it will transfer the vibrations much easier.
