Am I being defrauded on my cellphone?

I woke up to a call today from my cellphone.. when I answered this funny tone played (almost like music), I said hello a few things and hung up.... I checked the caller ID and it was UNKNOWN. Even now it says that. A few minutes later I got the same phone call with the same funny music, but this time caller ID picked up a number: +4685663575.

When I called it back, I got another message saying 'the phone number does not exist'. Is someone actually trying to steal my service (eg: long distance) or something?
