seems right giving you X8 + X8 with a 28 lane chip and cooling air space for sli
 
Any limitations are with the processor; the Rampage V should handle any of the E processors well.

And the skinny on the street says that you won't miss a lot of fun for having 40 PCI-E lanes as opposed to 28. Later, you could probably upgrade to a Broadwell E in a higher tier for that board -- the processor providing the extra PCI-E lanes, and the board taking full advantage of it.

I believe they are x16 electrically, but the CPU must support it. You have only so many lanes available. I think with the 5820K and 2 video cards you are at x16/x8 and if you do 3-way SLI you are x8/x8/x8. But may depend on the motherboard.

Intel offered the vague encouragement that the chipset and processor would still handle the traffic. But you only get so much with 28 lanes. On the other hand, I don't think that makes much difference in a 2x SLI setup.

Only 1&3 are x16 electrically. 2&4 are x8 electrically. The pci-e 2x16 is also only x8 electrically but will only run x4.
