Am I allowed to use webcertificate credit card for eBay?

Thinking about selling some stuff online and want to know if eBay will let me register using a webcertificate credit card # (eCount). I remember trying to use it for paypal and it won't let me add it and now that eBay owns paypal, was wondering if the rules still exist.

Why not? It's a credit card isn't it? (For all intents, even though it's a prepaid spending limit, it still is a credit card)

I know they will let you pay the fees with one so im sure they will let you register with one.
