What is an alternative to fans that is not overly expensive (under $200)?

Most ppl opt for peltiers or water block cooling which both run under $200.

The reason I overclock is to save money. Wouldn't spending that much money defeats it's purpose?

I use pelitir on my fcpga celeron keep it at 29'C!!!!!!
