Alternative shell that is still being actively developed?

Well folks I've been itching to get out of the old Explorer shell but it seems that my old favorites are lacking in the development arena. Last release of Litestep was July of last year and blackstep doesn't seem to be actively developed. Anybody know of any actively developed (preferably free) shells that are around?

I'm talking about a GUI shell for example BlackBox or LiteStep not a shell for browsing through the file structure.
