I do not know if this is with all sound cards, but I have a creative live! 24bit card that came with my computer, and it makes the weirdest noises when I am not doing anything, or when I usee the middle scroll button on my mouse it makes a hiss sound as I scroll. Also as I go down a menu, such as my favorites, it makes a different static-like noice for each highlighted item. During music I also get the same disturbances.
