I have heard that a Alpha PAL6035 (made for AMD socket procesors) will work on a FC-PGA coppermine with a copper shim. It is rumored to work even better this way than the FC-PAL or PEP66. Has any one had or know any one who has had any experience with this.

Yes it works fine with the spacer, which likely helps a bit with heat transfer as well.

Not sure if works so much better than the FC-PAL and PEP...

I'm using the PAL on a CUSL-2/P3-650 at 936/1.75 vcore. I originally had a PEP-66, but it wouldn't fit in my Q500 case with the socket mainboard. I swapped to the Pal6035, no copper shim, I found that the socket clips seem to hold it even. My P3 runs at 28C idle/45C under heavy 3-D load, and these temps are the same as the PEP when I had my Slot 1 P3V4X and Iwill combo.
