Without OC, boot up at 46C
then goes to 27🙂

there is a Silicone Compound enclosed, should I use it or not?

 
Yes, you should always use some type of thermal-transfer material to maximize the transfer of heat (or cold, if you like).
 
Im willing to be whenever you put the compound on, your temps start at like 36c then go down. When I didnt have any compound on my heatsink/fan the temps would jump so high at times.
 
put the compound on, load at 40C and drop to 17C
but when fully load after 10 min, goes up to 60C, don't know why
